Indonesia Airfare Subsidies 2026: Government Launches Bundled Travel Deals to Curb Soaring Ticket Costs
The Indonesian Ministry of Tourism and Ministry of Transportation have rolled out a comprehensive policy response featuring targeted flight subsidies and bundled travel packages. The strategy aims to shield national tourism and protect consumer purchasing power from escalating domestic airfares across the archipelago.
The initiative comes as surging global aviation jet fuel costs continue to place upward pressure on ticket prices. In response to rising overhead costs for domestic air carriers, the Ministry of Transportation adjusted the maximum domestic fuel surcharge cap under Ministry of Transportation aviation fare caps to 40% of upper-limit fares. While this move provides relief to airlines, it threatens to increase average passenger ticket prices by approximately 8%.
Strategic Interventions: Bundling and Tax Incentives
To offset these price increases, Deputy Minister of Tourism Ni Luh Puspa confirmed that the government is actively implementing a "bundling" strategy. Under this framework, airlines, regional tour operators, and hospitality partners will offer domestic flight deals and bundled packages pairing flight tickets with hotel accommodations and local excursions at discounted, all-inclusive rates.
Additionally, the Indonesian government is leveraging fiscal stimulus measures under Ministry of Finance Regulation No. 24 of 2026. This policy provides a 100% government-borne Value-Added Tax (VAT) incentive on domestic economy-class flights, helping absorb both base fare and fuel surcharge increases during key travel windows.
Despite global inflation and regional transportation cost pressures, Indonesia tourism growth trends continue to display strong momentum. Foreign tourist arrivals reached 8.98 million between January and July 2026, marking a 5.23% year-on-year growth.
