Cambodia Weighs New Visa-Free Entry Rules to Boost Regional Tourism Recovery
Cambodian tourism authorities and government officials are evaluating new visa-free entry initiatives to bolster international visitor arrivals and stay competitive among Southeast Asian travel destinations.
Under proposed policy shifts discussed by the Ministry of Tourism and immigration officials, Cambodia could offer temporary or long-term visa exemptions for target source markets, alongside trial visa waivers for specific tourist corridors. The move follows similar visa liberalization programs rolled out across neighboring countries like Thailand, Malaysia, and Vietnam, which have successfully captured a larger share of regional leisure travel.
The proposed adjustments aim to simplify entry procedures, lower upfront travel costs for international visitors, and boost occupancy rates across major destination hubs including Siem Reap, Phnom Penh, and coastal Sihanoukville.
Driving Tourism Growth and Regional Competitiveness
Currently, most non-ASEAN travelers entering Cambodia must apply for a $30 tourist visa—either online via an e-Visa or upon arrival at major international airports and land checkpoints. While the country introduced the mandatory digital Cambodia e-Arrival System to streamline customs and immigration declarations, travel operators argue that entry fee barriers still deter short-stay and multi-destination travelers exploring the region.
"Southeast Asia’s travel landscape has become intensely competitive," said regional tourism strategist Sok Khemra. "When neighboring destinations waive visa fees and entry hurdles, tourists naturally pivot their itineraries. A broader visa-free policy would immediately reposition Cambodia as a primary stop rather than an add-on excursion."
The ministry is also examining targeted trial programs similar to recent temporary measures, such as short-term visa-free access granted to specific passport holders during peak travel seasons, to measure economic returns against lost visa revenue.
Focus on High-Yield Markets
Government discussions indicate that any potential expansion of visa-free access would prioritize high-yield source markets across East Asia, Europe, and North America. Tourism stakeholders have urged the government to focus on markets with strong direct flight connections to Techo International Airport and Siem Reap–Angkor International Airport.
Key objectives of the proposed reforms include:
- Extending Length of Stay: Encouraging tourists to explore regional cultural circuits beyond the temples of Angkor Wat.
- Boosting Direct Spend: Offsetting reduced visa fee revenue through increased hospitality, dining, and local transport expenditures.
- Simplifying Multi-Country Travel: Aligning entry protocols with ASEAN partners to facilitate seamless cross-border travel itineraries.
Regulatory Alignment & Next Steps
If approved by the Royal Government of Cambodia, the new visa rules will be implemented in phases, accompanied by official announcements from the Ministry of Foreign Affairs and International Cooperation. Travel agencies, airlines, and foreign embassies will receive advance notice to ensure smooth operational updates across immigration checkpoints.
